I can infer from the picture that the person is travelling somewhere and he is trying to walk very quietly so the dragon wont hear him. I can see from the picture that the dragon is trying to sneak up on him.

the wolf cubs were feeling frightened and scared because they thought that the old tiger was Shere Khan.
