when you exercise your pulse rate goes higher. Thats is because whenever you exercise your muscles need blood .The heart is pumping the blood to the muscles which is causing your pulse rate to go higher than your resting pulse.

If your pulse rate is high that means you are stressed out .
A normal heart rate means our blood pressures are normal.

A lot of things effect our pulse rate . Some of them are : activity level , fitness level , body size, emotions or medical problems.
Fun fact :
220 heart beats per minute - your age = maximum pulse rate
For example if you are 12 then you take away 12 from 220 which is 208 that means your pulse rate can not be higher than 208 but it depends on your age .
