What am I?

If I come in numbers, if I come in time,
If I come in hundreds, if I come in thousands,
If I come in millions, if I come in billions,
I am water, only hardened.

You see me every winter, you see me every year,
You see me in the cold, not in the heat,
But if I'm not rain, if I'm not snow,
